摘要:
高等教育扶贫是我国扶贫工作的重要组成部分,在脱贫攻坚中发挥着不可替代的作用。新中国成立以来我国高等教育扶贫政策经历了探索初创、巩固发展、内涵丰富和深化拓展四个时期。在历史制度主义分析框架中,高等教育扶贫政策在经济体制、政治体制和文化观念等因素影响下发生了变迁,其变迁的路径深受政府和高校理性选择的影响。政府的立法手段、高校的专业设置以及社会的参与力量为我国高等教育扶贫政策变迁提供了强大动力。在后扶贫时代,我国高等教育在扶贫方面,需要持续推进政策法律法规的完善,创造良好的高等教育扶贫环境氛围,全面提升高等教育社会服务能力,鼓励高等院校承担教育扶贫责任,大力弘扬高等院校师生奉献精神。
Abstract:
Poverty alleviation in higher education is one of the important parts of poverty alleviation in China and plays an irreplaceable role in poverty alleviation. China’s higher education poverty alleviation policy has experienced four periods since the founding of the People’s Republic of China: exploration, consolidation, enrichment, and deepening. In the analytic framework of historical institutionalism, the poverty alleviation policy in higher education has changed under the influence of the economic system, political system, and cultural concept. The path of policy change is deeply influenced by the rational choice of the government and universities. The legislative means of the government, the professional setting of colleges and universities, and the participation of the society provide a powerful impetus for the change of China’s higher education poverty alleviation policy. In the post-poverty era, China’s higher education poverty alleviation should continue to promote the improvement of policies, laws, and regulations, create a good environment for higher education poverty alleviation, comprehensively improve the social service capacity of higher education, encourage colleges and universities to assume the responsibility of education poverty alleviation, and fully mobilize the dedication of teachers and students of colleges and universities.
