摘要:
本研究采用政策文献计量分析方法,对我国自2010年正式提出教育强国政策至2021年中央及地方政府各部门颁布的教育强国相关12356件政策文献的政策扩散特征进行研究。通过对政策文献的定量分析,绘制了政策文献参照网络与政策颁布主体参照网络,分析了政策颁布主体的府际关系,并从政策扩散强度、广度、速度、方向四个维度对于教育强国政策扩散行为进行测算与分析。本研究对教育强国战略的政策扩散的规律和特征的总结,旨在对于我国今后的政策理论和实践提供参考。
Abstract:
Based on the policy diffusion theory, this research analyzes 12356 policy documents related to the construction of a powerful nation of education published between 2010 and 2021. By constructing the stratified networks among policy documents and main bodies of promulgation and analyzing the time sequence of key words in policy documents, the study examines the relationship among main bodies of promulgation and the process and features of policy diffusion with the calculation of four different parameters of the diffusion process (diffusion intensity, breadth, speed and direction). This research reveals the patterns and characteristics of the policy diffusion related to the construction of a powerful nation of education, which can contribute to future policy studies and practices.
