在新冠肺炎疫情影响下,全球许多高校先后推行了在线教育政策。清华大学率先开展全校性大规模实时、互动、异地、分散的在线课堂教学。从多源流理论来看,清华大学实施的在线教育政策,是为应对疫情带来的问题源流变化,由校领导决策层基于学校历史传统和技术优势作出的果断抉择。但在政策实施过程中,存在着拥有不同政策核心信仰的联盟。联盟之间的政策导向学习、内部的决策者示范和专项任务组均推动了清华大学在线课堂教学有力实施。基于社会学制度主义的观点,竞争性同构和模仿性同构的共同作用使在线课堂教学在全球扩散并呈现趋同性特征。
Abstract:
A vast majority of higher education institutions in the world have resorted to online education policies in response to the outbreak of COVID-19, giving rise to a new technological revolution in the sphere of higher education. Tsinghua University pioneered launching university-wide massive, real-time, interactive, remote and decentralized online courses. Using multiple-streams framework as a lens for analysis, we identified that Tsinghua University’s online education policies were the leadership’s quick decision, which is based on the university’s historical tradition and technological edge, to address the problem stream changes arising from COVID-19. In the implementing process, however, there existed two advocacy coalitions holding conflicting policy core beliefs. The policy-oriented learning between coalitions, the demonstration by decision-makers inside coalitions, and the establishment of task forces facilitated the implementation of Tsinghua University’s online education policies. From the perspective of sociological institutionalism, the joint effect of competitive and mimetic isomorphism prompted the diffusion of online teaching across the globe, which manifested the characteristics of convergence.
