摘要:
随着人民对“公平而有质量”高等教育需要的不断增强,高等教育发展水平的综合测度研究已成为高等教育发展的前瞻性课题。本文选择2005-2017年的省级数据,构建基于规模、公平与质量的评价指标体系,利用标准化方法与威廉逊系数方法进行了统计测度,结果显示:我国高等教育不平衡不充分发展程度有较大改善,不平衡问题改善明显大于不充分问题改善,但区域发展不平衡仍是高等教育不充分发展的主要原因;随着时间的推移,高等教育的不充分发展的结构异质性加大;高等教育质量的区域不平衡逐步演变为高等教育发展不平衡的最核心问题。本文对高等教育发展改革与政策制定提供了一定的思路与启示。
Abstract:
With the increasing demand of people for “fair and quality” higher education, the measurement of the level of unbalanced and inadequate development of higher education has become a prospective topic for the development of higher education. This paper selects provincial data from 2005 to 2017, constructs an evaluation index system based on scale, equity and quality, and uses the standardized method and Williamson coefficient method to measure the unbalanced and insufficient development of higher education. The results show that the degree of unbalanced and insufficient development of higher education in China has been greatly improved, and the improvement of unbalanced problems is obviously greater than that of insufficient problems, but the insufficient development caused by the unbalanced regional development is still the main reason for the insufficient development of higher education at present. With the passage of time, the structural heterogeneity of the insufficient development of higher education has increased. The regional imbalance in the quality of higher education has gradually evolved into the core problem of imbalance in higher education development. This study provides some insights and policy implications for the development and policy-making of higher education.
