摘要:
高等教育质量保证是世界各国提升教育质量的关键,承担着教育治理与政府治理的双重功能,在世界各国高等教育实践发展的过程中,面临着全球化带来的政策过度融合和教育市场过度开放、质量保证主体的权利争议、质量保证模式的标准化与高等教育多样性的冲突等挑战。本文梳理了不同国家和组织对上述挑战的实践回应,为我国高等教育质量保证的发展提出以下启示:促进全球化与本土化的融合与创新,加强高等教育质量保证内部自治和外部监督间的互动水平,进一步细化高等教育质量保证的评价指标。
Abstract:
The quality assurance of higher education is the key path for improving the quality of education in all countries. It bears the dual functions of education governance and government governance. In the process of higher education development, it faces the challenges of excessive policy integration and openness of education market, rights disputes of quality assurance subjects, and conflicts between educational diversity and standardization of quality assurance models. From an international comparative perspective, this paper analyzes the practical responses of countries to the above challenges and proposes the following enlightenment on the development of China's higher education quality assurance: promoting the integration and innovation of globalization and localization, improving the quality of higher education to ensure the level of interaction between internal autonomy and external supervision, and refining the evaluation indicators of higher education quality assurance.
