随着高等教育质量保障成为国际议题,质量保障的影响与效果日益受到关注。围绕着质量保障能否有效提升教育质量这一核心问题,学界形成了截然对立的新公共管理视角和全面质量管理视角两大研究阵营。前者认为质量保障活动加剧了高等教育系统的官僚化、同质性、短视性,以及质量管理活动的特权化,难以提升教育质量;后者认为质量保障活动有助于形成质量文化、增强高教系统的透明度、提升院校声誉与推动国际化、促进教与学的实质性改进,从而有效提升教育质量。进一步分析发现,质量保障目标的内在冲突、质量保障活动的多元融合、质量保障过程的管理结构、质量保障活动的人员专业性、质量保障权力的基层分配是影响质量保障有效性的重要原因。
Abstract:
With quality assurance in higher education becoming a global concern, the impact and effectiveness of quality assurance activities have garnered increasing attention. Regarding the core question of whether quality assurance can effectively enhance educational quality, scholars have formed two opposing research perspectives: the New Public Management perspective and the Total Quality Management perspective. The former contends that quality assurance activities exacerbate issues of bureaucratization, homogenization, short-termism, and privilege within quality management, ultimately hindering improvements in educational quality. Conversely, the latter perspective posits that quality assurance fosters a culture of quality, increases transparency within the higher education system, enhances institutional reputation, promotes internationalization, and drives substantive improvements in teaching and learning, thereby effectively enhancing educational quality. Further analysis reveals that several factors significantly influence the effectiveness of quality assurance: the inherent conflicts in quality assurance goals, the integration of diverse quality assurance activities, the management structures of quality assurance processes, the professionalism of quality assurance personnel, and the distribution of quality assurance authority at the grassroots level.
