摘要:

高等教育与地方经济增长的互动关系是教育经济学研究的经典议题，由于高等教育与地方经济增长之间存在互为因果的关系，传统回归方法难以识别高等教育对地方经济增长的单向因果效应。本文将“京校外迁”作为一项对迁入省级行政区的自然实验冲击，采用合成控制法估计真实省级行政区与合成省级行政区在迁入大学之后经济增长之间的差异，更准确地识别出高等教育对地方经济增长的单向因果效应。实证结果表明，高等教育并不是总能促进地方经济增长，在“京校外迁”的四个迁入省级行政区中，安徽省、湖北省在迁入大学之后，经济增长趋势未出现显著变化；江苏省、山东省在迁入大学之后当地经济增长存在变化，但仅江苏省经济增长变化是显著的。即使在大学迁入显著促进了地方经济增长的江苏省，大学对于地方经济增长的短期效应并不明显，在迁入一定年限后长期效应逐渐增强。高等教育与区域经济的互利共生需要建立在一定的基础之上，大学的规模、大学所提供的技术与地方产业结构的匹配性是关键。

Abstract:

The interaction between university and local economic growth is a classic issue in the study of economics of education. However, there is a mutual causal relationship between university and local economic growth. Traditional regression methods are difficult to identify the one-way causal effect of universities on local economic growth. The “Universities’ outside migration from Beijing” is a quasi-natural experiment which may have impact on the economic growth of provincial-level administrative regions. The synthetic control method is used to estimate the difference of economic growth between real provincial-level administrative regions and synthetic provincial administrative regions. Empirical results show that the university does not always promote local economic growth. In the four provincial-level administrative districts of “Universities’ outside migration from Beijing”, economic growth trends of Anhui Province and Hubei Province have not changed significantly after the universities moving into the area. Local economic growth of Jiangsu Province and Shandong Province have changed after the universities’ moving, but only economic growth of Jiangsu Province has changed significantly. For Jiangsu Province, the short-term effects of the university on local economic growth are not obvious, but the long-term effects increase gradually after the universities moving into for a certain number of years. The interaction between the higher education and the local economy based on a certain foundation. The size of the university, the matching of the technology provided by the university and the local industrial structure are the key.
