本文以教育部75所直属高校和山东、江苏、河北、四川、黑龙江五省的88所省属高校为样本,分析高校现任校长在提任副校级领导前的职务以及担任学院院长、职能部门处(部)长的任职经历变化情况,进而分析教育部直属高校与省属高校之间、教育部直属高校内部不同层次高校之间、省属高校内部不同层次高校之间现任校长的处长院长任职经历差异及其原因,分析学术权力、行政权力在高等学校领导干部提拔任用中的作用和影响,进而提出回归大学本位的高等学校领导干部选拔任用的改进对策与优化路径。
Abstract:
The paper utilizes 75 universities directly under the Ministry of Education and 88 provincial universities in Shandong, Jiangsu, Hebei, Sichuan and Heilongjiang as samples, analyzing the position of the current Chinese university presidents before being promoted to the deputy school level, as well as the change of experience of serving as dean and the division chief or minister of the functional department. Then it analyzes the differences and reasons of the career experience, serving as dean and division chief, of current presidents between the universities directly under the Ministry of Education and the provincial universities. At the same time, it also analyzes this differences and reasons between the universities directly under the Ministry of Education at different levels and between the universities at different levels within the provincial universities. Then it describes the role and influence of administrative power and academic power in the promotion of leading cadres in higher education institution, and finally it puts forward the improvement countermeasures and optimization path of the promotion and appointment of leading cadres in higher education institution.
