摘要:
为了评价大学的社会服务情况,美国卡内基教学促进基金会将社会服务作为大学分类的依据,通过考察大学在课程服务、拓展与合作两个方面的表现对其社会服务能力进行评价;澳大利亚的西悉尼大学发起组建了澳大利亚大学社区参与联盟(AUCEA)联盟,构建了大学社会服务基准框架,以基准内容为依据设计了调查问卷评估联盟成员大学社会服务的概况,以实现经验交流与分享;日本政府实施了以目标达成度为基准的国立大学法人评价,采用自我评价和外部评价相结合的方式对国立大学教学、科研和社会服务各项目标的达成情况进行动态评价与持续监测。美、澳、日三国大学社会服务的评价实践对我国有以下启示:将社会服务作为大学分类的依据之一,构建社会服务分类评价的关键标准;组建以提供一流社会服务能力为目标的大学联盟,构建评价基准和设计调查问卷考察联盟成员的社会职责履职情况;建立以目标达成度为核心的社会服务评价机制,对各类大学社会服务的目标达成情况进行动态评价。
Abstract:
To assess and improve university’s contribution to society, the Carnegie's Foundation designed the Community Engagement Classification, which is an evidence-based documentation of institutional practice. The University of Western Sydney in Australia initiated the establishment of the AUCEA Alliance, which established the university social service benchmark framework to evaluate the overview of the social services of the members of the alliance to realize the exchange and share experiences. Japanese government had released the National University Corporation Evaluation, which is a performance-based evaluation of national university corporations based on their medium-term objectives and plans, and their annual plans for education, research and social contribution. Experiences learning from three countries include: establishing an intuitional classification and drawing its criteria from university’s community service to recognizes university’s commitment to community engagement; forming university alliance aiming at providing first-class community services and constructing benchmark framework to measure the performance of university’s community engagement; and establishing a performance-based evaluation to undertake evaluation of their attainment of mid-term objectives for community service and contribution.
