- 现代大学制度建设是大学治理现代化的重要组成部分。大学治理问题是世界普遍关注的课题。“洪堡迷思”警醒我们要反思在大学治理和大学制度建设中的深度假设。在对普遍性寻求的过程中，要正视地方性的文化特质。在分析不同学科对制度的界定的基础上，本文对制度进行了综合性、形式化定义，揭示了制度的多重面相和生成机理。制度是秩序的映射。秩序原理是制度设计和生成的理论基础。治理行动的效力取决于制度执行。善治需要法治保障，更需要德治基础。
- Abstract:
- The construction of modern university system is an important part of the modernization of university governance，which is one of the most challenging issues in the worldwide higher education community.Given the historical narrative that Humboldt Myth has been discovered，those who reduces the modern institutions to Humboldt idea should keep eyes on the deep assumptions in university governance and university system construction.While recognizing that there are some common principles globally，it should be aware of the fact that any truly effective higher education institution is inset in the national and local cultural settings.Based on the comprehensive and formative definition of institution，this paper analyzes the relationship between order principles and the intention integration.It holds that good governance should be built both on the law and on the morality.
