摘要:
改革开放以来,研究生教育管理在体制、政策和组织上取得了历史性成就。管理体制具有纵向上中央、省级、培养单位三级管理和横向上教育管理与学位管理交叉融合等特色;管理政策构建了规范性文件、重点建设、宏观调控等工具箱;管理组织系统完善健全了国家和省级行政组织以及社会组织等。未来研究生教育管理面临着现代治理体系建设、管理法治化、“互联网+”变革、战略和政策研究等诸多挑战。
Abstract:
Since the Reform and Opening-up, postgraduate education management in China has made historic achievements in system, policy and organization. The management system is characterized by its three-level vertical management of the central government, provincial governments and degree-awarding institutions, and a horizontal integration of education management and degree-awarding management. Management policies such as normative official documents, construction of key programs, and macro-level control have been built as the tool kit. The management organization system has been improved by ameliorating the national and provincial administrative organizations and non-government organizations. Future graduate education management faces many challenges such as the construction of modern governance system, the legalization of management, the reform brought by “Internet +”,and research on strategies and policies.
