摘要:
数字治理是推动大学治理体系和治理能力现代化的重要手段,人技信任是推动大学数字治理生态构建的关键保障。人技信任因个体对技术所建立预期的差异性,而呈现出普遍信任、能力信任、责任信任三个不同层次,分别对应着大学数字治理“为何而革新”“以何为动力”“依何评旨归”三个根本问题。在大学数字治理场景中,人技信任水平可能产生过度信任与信任不足的偏差,其成因具体表现在:治理主体层面的信任倾向、自我效能感与认知负荷,智能技术层面的算法公平问题、教育数据伦理与技术自主性,应用场景层面的治理保障制度缺失、治理协同程度不够与治理场景适配性不足。为校准大学数字治理中的人技信任偏差,亟需构建系统性的调适机制,具体而言,治理主体应坚持以人为本理念、培育主体数字素养、开发用户友好型工具,智能技术应加强算法伦理规范、坚守数据正义、发展可信人工智能,应用场景需完善数字治理制度、强化协同治理能力、提高治理场景适配度。
Abstract:
Digital governance is a crucial means of advancing the modernization of universities’ governance systems and capabilities, while human-technology trust serves as a key safeguard for constructing a university digital governance ecosystem. Derived from the variability in individuals’ expectations of technology, human-technology trust presents three distinct levels—general trust, competence trust, and responsibility trust—which correspond respectively to three fundamental questions in university digital governance: “why innovate?”, “what serves as the driving force?”, and “on what basis to evaluate the ultimate purpose?”. Within the context of university digital governance, human-technology trust may deviate towards either over-trust or under-trust. The underlying causes can be attributed to: at the governance subject level, trust predispositions, self-efficacy, and cognitive load; at the intelligent technology level, issues of algorithmic fairness, educational data ethics, and technological autonomy; and at the application scenario level, the lack of governance safeguard systems, insufficient governance coordination, and inadequate adaptability of governance to scenarios. To rectify these trust deviations in university digital governance, it is imperative to establish systematic adjustment mechanisms. Specifically, governance subjects should uphold a human-centered philosophy, cultivate subjects’ digital literacy, and develop user friendly tools; intelligent technologies should strengthen algorithmic ethical standards, uphold data justice, and advance trustworthy artificial intelligence; and application scenarios must improve digital governance systems, enhance collaborative governance capacity, and raise the adaptability of governance to specific scenarios.
