摘要:
“世界一流大学前列”在我国高等教育发展的顶层设计中具有明确的指向性和阶段性目标。推动一批高校进入世界一流大学前列是持续深化国家“双一流”建设的内在要求和战略方向,是建设高等教育强国的应有之义,更是实现中国式现代化的重要支撑。世界一流大学前列高校往往具有一流的教育理念、卓越的综合实力与强大的学科生态、持续不断的原始创新能力、定义未来的学术领导力、致力于解决全球性挑战、高度的国际化水平以及强有力的政府支持等共性特征。我国应升级一流大学建设计划,适度扩大“双一流”建设范围;实施“世界一流大学前列”建设专项计划,加大资源配置力度;完善一流大学评价机制,实施长周期、综合性的评价改革;加强基础学科、新兴学科、交叉学科建设,推动学科融合发展;推动数字化转型,开拓一流大学办学数字化新空间。
Abstract:
“Forefront of world-class universities” holds clear orientation and phased goals in the top-level design of China’s higher education development. Promoting a group of universities to enter the forefront of world-class universities is an inherent requirement and strategic direction for continuously deepening the national “Double First-Class” construction, an essential part of building a strong country in higher education, and an important support for achieving Chinese modernization. By reviewing the educational experiences of the forefront of world-class universities, it is found that these institutions often share common characteristics such as first-class educational concepts, outstanding comprehensive strength and robust disciplinary ecosystems, continuous capabilities for original innovation, academic leadership in shaping the future, a commitment to addressing global challenges, a high level of internationalization, and strong government support. Therefore, China should upgrade the initiative for developing first-class universities and moderately expand the scope of the “Double First-Class” initiative; implement special plans for building “forefront of world-class universities” and increase resource allocation; improve evaluation mechanisms for first-class universities by carrying out long-term and comprehensive evaluation reforms; strengthen the development of basic, emerging, and interdisciplinary disciplines to promote disciplinary convergences; and promote digital transformation to explore new digital spaces for first-class universities management.
