- 对外开放是我国的一项基本国策。教育对外开放一直是改革开放的重要组成部分。对外开放走过了40年，其内涵发生了深刻的变化，它不仅意味着要积极学习国外，而且意味着要积极走向世界舞台。中国教育更因对外开放走上了世界舞台，并不断走向舞台中央。40年来，教育对外开放事业取得了辉煌的成就，教育对外开放的程度不断加深、广度日益扩大、水平逐步提升，大致经历了“起步追赶阶段”“双向扩张阶段”“提质增能阶段”，并呈现出“留学教育与来华教育并重”“人才培养与人才使用并重”“引进来与走出去并重”“促进教育事业自身发展和服务外交与国家重大战略并重”的特点。教育对外开放建设之路40年来的探索，也形成了“以战略推动战略”“以需求满足需求”“以自信成就自信”的丰富经验，为新时代教育对外开放事业发展提供借鉴。
- Abstract:
- Opening-up is a basic national policy of China. Opening-up in education has always been an important part of reform and opening up. After 40 years of opening-up, its meaning has undergone profound changes, which is not only means actively learning abroad, but also means actively going toward the stage of the world. Chinese education has also stepped onto the stage of the world because of its opening-up, and has continued to move toward the center of the stage. Over the past 40 years, the cause of opening-up in education has achieved brilliant achievements. The degree of opening-up in education has been deepening, the breadth has been expanding, and the level has gradually improved.The progress generally experience three stages,which are “starting and catching up ”,“two-way expansion”, “improving quality and enhanceing performance”,and it has shown obvious characteristics,it’s that “go broad study eduction is as important as education in China”,“talent training is as important as talent using”,“bringing in and going global together ”,“promoting the development of education is as important as serving diplomacy and national strategy”. Through the exploration of the road of opening-up and opening-up in education within 40 years , it has also formed rich experience that is “promoting strategy by strategy”,“satisfying demand with demand”,“achieving self-confidence with self-confidence”and which provided reference for the development of the new era of opening-up in education.
