摘要:
研究根据历史制度主义分析框架对1949-2018年间相关政策文本进行分析发现,我国高校内部治理制度变迁是一种兼具断裂均衡、关键节点、路径依赖和渐进转型四种范式特征的混合模式,外部政治、经济和文化因素直接或者间接地通过国家治理范式导致了如上制度变迁。研究反思70年来相关制度变迁的绩效发现,高校内部治理制度创新完善应保持政治认同与学术本位之间的合理张力,高校应真正走出“单位制”并实施科学的绩效考核,应以基于章程和法治的利益相关者多元善治作为制度创新所追求的理想形态。
Abstract:
Based on the framework of historical institutionalism, this study finds that the institutional change of university internal governance in China follows a mixed model that combines the characteristics of four institutional change models, i.e. the ‘Punctuated Equilibrium’, “Critical Juncture’, ‘Path-dependent’ and ‘Gradual Transforming’. The political, economic and cultural factors directly or indirectly influenced the institutional change through the national governance paradigm. With a deep reflection on the performance of institutional change in the past 70 years, this study find that the innovation and improvement of university internal governance institution need a reasonable tension between the political identity and academy, and that universities should carry out scientific performance evaluation and get out of ‘Danwei’ system. The collective and effective governance based on law and university charters is the ideal form of institutional innovation.
