从历史和国际比较视角出发,本文认为,东亚许多国家与地区的高等教育质量保障机制存在很多共性。主要包括,多数东亚国家和地区中央政府在批准新建院校或停办高校等方面,拥有极大的权力;东亚许多国家与地区建立了多层次的高等教育质量保障框架;越来越多的利益相关者开始积极参与高等教育质量保障活动;目前东亚许多国家和地区构建的高等教育质量保障体系都或多或少地受到西方高等教育质量保障理念和实践的影响。但是,这些并不意味着东亚各国与地区使用统一质量保障概念,基于同样社会背景开展相关活动,或确立了同样的目标追求高等教育质量保障等。此外,东亚许多国家和地区在积极构建新型高等教育质量保障体系和开展相关活动过程中,也面临不少挑战和问题。
Abstract:
From the historic and comparative perspectives, this study suggests that there exist many similarities in frameworks of quality assurance of higher education between East Asian countries and regions. They include the following aspects. First, central government in most East Asian countries exerts significant influences on approving the establishment of new universities and abolishing universities. Second, many countries and regions in East Asia have formed frameworks of quality assurance of higher education with multiple levels or dimensions. Third, more and more stakeholders have come to be involved in activities in relation to quality assurance of higher education. Finally, the formation of current systems of quality assurance of higher education in many East Asian countries and regions have been more or less affected by the Western ideas or patterns. However, these do not mean that East Asian countries and regions use the phrase of quality assurance of higher education in the same sense, implement relevant activities in the similar social contexts or based on the same purposes.
