摘要:
开放是现代高等教育的基本特征和内在要求,国际化是世界高等教育的重要发展趋势。改革开放以来,我国高等教育对外开放不断向前发展,深入推进。高等教育对外开放在国家战略和高等教育发展战略中具有重要地位,国际交流合作成为我国高等教育基本职能之一。我国高等教育对外开放具有四个基本特点:积极开放,加快发展;平等交流,互利互惠;促进改革发展,服务国家利益;双向交流,引进与输出相结合。
Abstract:
As opening-up is a basic characteristics and inherent requirement of modern higher education, internationalization has become an important trend of worldwide higher education development. Since reform and opening-up policy, opening-up of Chinese higher education has developed continuously and moved forward. While opening-up of Chinese higher education has an important position in both national strategy and higher education development strategy, international communication and cooperation have become one of the core functions of higher education in China. Opening-up of higher education in China has four basic characteristics, namely positive openness, rapid development, equality of communication, mutual benefaction, enhancement of reform and development, for the purpose of national interest, bilateral communication, and import and export combination.
