摘要:
进入新发展阶段,发挥社会主义市场经济条件下新型举国体制制度优势,推动关键核心技术攻关,是化解“卡脖子”风险隐患的根本途径。高校有组织科研是其中的关键环节,起到了至关重要的作用。本文以清华大学核研院参与高温气冷堆技术攻关为例,归纳高校有组织科研特点及其在关键核心技术突破中的作用机制,提炼高校有组织科研的本土概念,探讨其关键优势及下一步发展空间。结果表明,高校在关键核心技术攻关中以基础研究和技术突破为主要方向,主动瞄准国家战略前沿、组建跨学科集成创新团队、贯通“政产学研用”深度融合机制,充分发挥党组织作用、设立特殊制度、担当社会责任,以高水平科研成果服务国家重大需求。本研究有助于完善高校有组织科研理论体系,为高校参与关键技术攻关、重大工程建设提供有价值的实践经验与启示。
Abstract:
Entering the new development stage, we are constantly exploring ways to improve the new national system of core technologies under the conditions of a socialist market economy, and organized scientific research in universities is an important part of it. This paper takes Tsinghua University’s participation in HTGR technology research as an example, summarizes the characteristics of organized scientific research in universities and its mechanism of action in the breakthroughs in core technologies in key fields, refines the local definition of organized scientific research, and discusses its key advantages and the further development direction. The results show that universities take basic research and technological breakthroughs as the main direction in the core technology research, actively target the national strategic frontier, set up an interdisciplinary integrated innovation team, penetrate the deep integration mechanism of “government, industry, academia, research and application”, and focus on the role of party organizations, establish special systems, assume social responsibility, and then serve national demand with high-level scientific research achievements. This research helps to improve the theoretical system of organized scientific, research and provides valuable practical experience and enlightenment for universities to participate in core technology research and major project construction.
