公共生活与私人生活：加州大学伯克利分校评议会的演进逻辑-清华大学教育研究

摘要:: 加州大学伯克利分校(UC Berkeley)是加州的“旗舰大学”，被誉为“公立大学的典范”。加州大学评议会最初从州宪法赋予其自治地位，历经“伯克利革命”、经济大萧条，二战发展军工产业，经受“效忠宣誓”、言论自由运动的考验，20世纪60年代末进入调整期。伯克利始终贯穿着一条坚守大学自治、追求学术卓越的逻辑主线。本文借鉴克拉克·克尔的理论分析框架，把1849年以来的大学危机看作评议会的“公共生活”，将评议会的结构与运行机制视为其“私人生活”，探究其促进个人发展、提升大学声誉的核心作用。

Abstract:: University of California, Berkeley (UC Berkeley) is a flagship university in California, and is renowned as the “model of public university”. In the course of its development, which began with the autonomy status endowed by the state constitution and went through the “Berkeley revolution”, the great depression, the development of military industry during World-War II, the test of the “pledge of allegiance” and free speech movement, and the adjustment period in the late 1960, UC Berkeley consistently adhered to a logic of sticking to university autonomy and pursuing academic excellence. Taking Clark Kerr’s theory as the analytic framework, this paper takes the university crisis from 1849 as the “public life” of the academic senate and the structure and operation mechanism as its “private life”, and explores the key roles of the academic senate in promoting individual development and enhancing the university reputation.
