摘要:

高等教育国际化是推动科技创新的重要力量。文章运用熵值法构建了高等教育国际化和科技创新两个综合指标,实证检验高等教育国际化对中国科技创新的正向促进作用及其机制。研究发现:高等教育国际化对科技创新具有正向促进作用,且在我国东部和西部地区尤为显著。高等教育国际化促进科技创新的主要机制是人力资本积累效应和智力资本投资效应。门槛回归检验发现:由于经济发展水平的区域差异,高等教育国际化对科技创新的促进作用存在非线性特征。未来,我国需继续扩大高水平教育对外开放,为科技创新增加人力资本储备;推动国际人才跨区域合理流动和优化配置,促进东—中—西部科技协同创新,增强中西部地区科技创新动能;尊重科技创新规律,因地制宜探索差异化高等教育国际化及国际人才引育策略。

Abstract:

Internationalization of higher education is an important force driving technological innovation. The article uses the entropy method to construct two composite indicators—one for the internationalization of higher education and one for technological innovation—and empirically tests the positive impact and underlying mechanisms of higher education internationalization on China’s technological innovation. The research finds that internationalization has a positive effect on technological innovation, particularly in China’s eastern and western regions. The main mechanisms through which internationalization of higher education promotes technological innovation are the accumulation effect of human capital and the investment effect of intelligence. A threshold regression model reveals that, due to regional disparities in economic development, the impact of internationalization on technological innovation shows nonlinear characteristics. Looking forward, China needs to continue to expand high-level opening-up of education to the outside world and increase human capital reserves for technological innovation. It’s necessary to promote the rational flow and optimized allocation of international talents across regions, further promote collaboration of technology innovation between the East, Central, and West regions, finally enhance the momentum of technological innovation in the central and western regions. It is necessary to adopt tailored strategies for the internationalization of higher education and the cultivation of international talent, based on regional conditions and the principles of technological innovation.
