摘要:
加拿大政府为了支持加拿大大学吸引世界上最有才华、最有前途的研究人员,2008年启动了加拿大卓越研究员计划(CERC)。该计划为加拿大引进高层次科研人才做出了积极贡献。从遴选主体、资格要求、遴选过程与遴选标准等方面探究加拿大卓越研究员的遴选机制,对我国一流大学高层次科研人才选拔具有重要的借鉴与启发意义:直接服务于国家科技战略;以研究水平全球卓越作为唯一的遴选标准;重视研究环境及其与科研人才的契合;关注大学与科研人员的发展潜力;注重遴选过程的公平性、多样性与包容性。
Abstract:
The Canada Excellence Research Chairs Program (CERC), launched in 2008, supports Canadian universities in their efforts to build on Canada's growing reputation as a global leader in research and innovation. The evaluation report from Science Metrics in 2015 showed that the CERC program had directly contributed to the attraction and recruitment of world-class researchers in a highly competitive global environment. By exploring the selection mechanism of CERC, including selection board, eligibility of institutions and candidates, selection process and standards, etc., we found that there is much valuable experience for Chinese universities to attract and select talents in various areas: Focused on the national science and technology strategy; global excellence as the only selection standard; attaching importance to the research environment and the compatibility with the scientific advanced talents; thinking highly of the development potential of the university and scientific advanced talents; emphasizing the fairness, and diversity and inclusiveness of the selection process.
