摘要:
促进教育公平是提高教育质量的重要组成部分。近年来随着我国教育事业不断发展,教育投入不断增加,教育公平的关注点由教育资源转为教育过程。学习机会适应当前教育事业发展的趋势,能够更真实地反映教育过程的本质,成为当前国际国内研究教育均衡的新视角。本文从学习机会的内涵和缘起入手,从课程教材、教师教学、学生学习三个层面总结分析了学习机会研究主要内容和框架,采用PISA2012的数据作为范例探讨我国学生学习机会的概况,并提出用学习机会反映教育过程,提升教育质量,评价教育均衡的政策建议。
Abstract:
Education equity continuously receives significant research and policy attentions. Promoting education equity is considered to be an important way to increase education quality. With the fast development of Chinese education and increasing educational input in recent years, the focus of education equity has gradually shifted from the equity in educational resources to the equity in educational process. Adapting to the current trend and reflecting the nature of education process, Opportunity to Learn becomes a new perspective for studying the educational equilibrium around the world. This study begins with the concept and origin of Opportunity to Learn, summarizes and analyzes current literature on the content and framework of Opportunity to Learn from three aspects, i.e. curriculum, teaching, and learning, and then discusses the situation of Opportunity to Learning among Chinese students using data from PISA 2012. The paper concludes with policy implications on how to use this new concept to evaluate education process, quality and equilibrium in China.
