摘要:
教育扶贫作为我国实现脱贫攻坚的重要路径,近年来教育部会同相关部门相继出台了多项教育扶贫政策。在政策梳理与文本分析的基础上,对我国教育扶贫政策体系构建的决策依据与结构内容进行分析,并通过可视化的呈现方式进行系统的比较研究,对政策类型的模式转变、政策目标的调整与政策文本的表达与知晓进行了审辩性反思,最后对我国教育扶贫政策体系的总体特征进行讨论并提出参考建议。
Abstract:
Being viewed as an important means to realize poverty alleviation in China, the Ministry of Education in recent years has introduced a series of the education poverty alleviation policies in conjunction with some other relevant departments. On the basis of literature review and text analysis, the current study aims to analyze the construction of education poverty alleviation system through an in-depth exploration on justifications of policy decision-making, content and structure This study visualizes findings by the method of comparative study, which is followed by a critical reflection on the change of policy type, the adjustment of the policy objectives, the expression and understandings of policy texts. Finally, some general characteristics of education poverty alleviation policy system are discussed and some suggestions are proposed.
