This study constructs an index system to evaluate the development of science and technology in Chinese universities from four aspects: international performance, national contribution, innovation ability, and innovation characteristics. The system is tested with three groups of Chinese universities at different levels. The results show that the sci-tech development index system proposed in this study performs well in evaluating the performance of different groups of universities on related indexes and main indicators. The sci-tech development index of Chinese universities can be used to analyze the performance and changing trend of colleges and universities at different levels and types on important aspects and dimensions of sci-tech development, providing a basis for scientific and reasonable evaluation of sci-tech development of universities and proposing strategies for accelerating sci-tech development of Chinese universities.
