城校共生联合体被看作由大学与城市各组织系统耦合构成的复杂性系统,是由相对独立的组织联结而成的“混合物”。依托城校共生联合体,大学与城市共建科技创新发展的命运共同体、共筑智识劳动跃迁的动力枢纽站、共织精神理念耦合的关系联动网,借此回应加速时代城市与大学共生发展异步的现象。在松散耦合理论的观照下,城校共生联合体形成了实体性要素、关系性要素与适应性要素共同构建的复杂性松散耦合结构。面向不确定的未来,大学与城市亟需以系统思维为指导,以多样化大学布局促城校共生联合体结构创新,以教科产城融合促教育科技人才耦合生态稳固,以韧性治理促城校共生调节适应系统完善,最终协同建构城校共生联合体以赋能大学、城市与区域可持续发展。

The urban-university symbiotic consortium is perceived as a complex system formed through the coupling of universities’ and cities’ organizational systems, and as a h“ybrid” of relatively independent organizations linked together. Through this consortium, universities and cities jointly build a community with a shared future for scienti?c and technological innovation and development, construct a power hub for the leap of intellectual labor, and weave a relational network coupling their ethos and ideals, thereby responding to the asynchrony of urban-university symbiotic development in an accelerated era. From the perspective of loose coupling theory, the consortium forms a complex loosely coupled structure jointly constructed by tangible,relational, and adaptive elements. Facing an uncertain future, universities and cities urgently need to employ systemic thinking, promote structural innovation of the consortium through diverse university layouts, stabilize the coupling ecosystem of education, science and technology, and talent through the integration of education,science and technology, industry, and urban development, and improve the consortium’s mechanisms for regulation and adaptation through resilient governance. Ultimately, this collaborative effort seeks to empower sustainable development at universities, cities, and regions.
