摘要:
为更好把握数字时代产业升级转型和工作世界变革带来的挑战,德国在“工业4.0”战略引领下开展职业教育数字化转型的行动变革。德国职业教育转型源于数字技术发展引发工作世界的深刻变革的外部助推,以及德国传统职业教育面临数字化转型挑战的内部激发,职业教育数字化转型过程表现为发展性与实践性的协同并进。德国职业教育通过设立以构筑“职业教育4.0”与培育数字能力为表征的愿景引领、完善规范灵活的“政治框架-决策过程-政策制度”运行范式的政策支撑、构建深度协同创新的数字化转型支持生态的技术优化等数字化转型策略,在多层次领域协同推进“工业4.0”战略背景下德国职业教育发展模式的新时代建构。
Abstract:
In order to better grasp the challenges posed by industrial upgrading and transformation in the digital age and the changing working world, Germany has carried out reforms to digitalize vocational education under the guidance of the “Industry 4.0” strategy. The transformation of German vocational education originates from external drivers, namely the profound change in the working world driven by the development of digital technology, and from internal drivers, namely the challenge of digital transformation faced by traditional German vocational education. The process of digital transformation in vocational education manifests as the coordination of development and practice. Through such digital transformation strategies as establishing vision guidance characterized by building “Vocational Education 4.0” and cultivating digital competency, improving policy support for a standardized and flexible “Polity-Politics-Policies” operational paradigm, and constructing a technology optimization system that supports an ecological environment for indepth collaborative innovation, German vocational education has promoted the construction of the German vocational education development model in the new era in the context of the “Industry 4.0” strategy across multi-level fields.
