粤港澳大湾区建设国际科技创新中心的核心在于构建高效的区域创新系统,该系统的目标与突出特征即教育科技人才一体推进。本研究基于区域创新系统理论,研究粤港澳大湾区如何突破传统模式,探索创建以研究型大学为枢纽的创新生态。粤港澳大湾区正在进行一场从要素集聚向系统融合的试验:通过大科学装置与产业集群的战略耦合,构筑科教融汇的物质基石,并以制度创新驱动教育链适配、科技链融合与人才链流动的协同演进。其中,研究型大学作为连接点,通过学科布局与产业需求的动态适配、科研评价体系的价值重构及人才培养范式的革新,发挥着关键枢纽的作用。该试验不仅验证了教育科技人才一体推进作为中国特色区域创新理论的有效性,也为科技创新中心建设提供了范式参照。

The core of developing an International Science and Technology Innovation Center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) lies in constructing an efficient regional innovation system, where the “integration of education, technology, and talent” serves as both its core objective and prominent defining feature. Grounded in regional innovation system theory, this study examines how the GBA breaks from traditional models to build an innovation ecosystem with research-oriented universities as its hub.The GBA is currently undergoing an experiment shifting from factor agglomeration to system integration. This process involves forging a material foundation for the convergence of science and education by strategically coupling major scientific facilities with industrial clusters, while driving the synergistic evolution of adaptive optimization in the education chain, integration of the technology chain, and fluidity of the talent chain through institutional innovation. Within this framework, research-oriented universities serve as critical connecting points, playing a pivotal hub role by dynamically aligning disciplinary structures with industrial demands,reconstructing the value of research evaluation systems, and innovating talent cultivation paradigms. This experiment not only validates the effectiveness of the “education-technology-talent” integration as a regional innovation theory with Chinese characteristics but also provides a paradigm reference for the construction of international science and technology innovation centers.
