在全球高等教育区域化与知识型经济转型的背景下,跨国教育区正成为连接国际教育资源与本地经济发展的重要制度载体。本文基于战略耦合理论,选取阿联酋迪拜、卡塔尔多哈和韩国仁川三个典型案例,从制度设计、空间规划与互动机制三个维度比较其发展路径与类型特征,揭示不同耦合模式下在治理结构、知识转移路径与本地融合方式上的差异,并分析其对区域知识型经济的推动机制。在此基础上,提出面向中国跨国教育区建设的“制度-空间-协同”三维构型,旨在推动其功能由教育资源引进向知识创新驱动转型。结合我国政策基础,进一步提出构建平台型制度生态、推进空间嵌入式布局与完善多元互动机制等实施建议,为因地制宜推进制度型教育开放提供参考。
Abstract:
With the dual trends of global higher education regionalization and the transformation toward a knowledge-based economy, transnational education zones (TEZs) have become important institutional carriers that link international educational resources with local development needs. This paper adopts a strategic coupling perspective and examines three representative cases: Dubai (United Arab Emirates), Doha (Qatar), and Incheon (South Korea). By comparing their approaches to institutional design, spatial planning, and interaction mechanisms, the study identifies distinct patterns of governance, knowledge transfer, and local integration,and their contributions to regional knowledge-based economic growth. On this basis, the paper proposes a three-dimensional collaborative framework, the “institution–space–coordination mechanism,” for China’s TEZ development. The framework emphasizes the transition from resource introduction to innovation-driven development. Furthermore, drawing on China’s current policy context, it puts forward actionable suggestions,including building platform-based institutional ecosystems, promoting embedded spatial layouts, and improving diversified coordination mechanisms, with the aim of advancing institution-oriented educational opening in ways adapted to local conditions.
