摘要:
国家治理现代化改革对政府职能的建构提出了新的要求与挑战。研究以中国两个省份为个案,运用NVivo12Plus质性资料分析软件,从多重治理视域对中国政府教育行政职能配置状况与特点进行了系统考察与分析。研究发现中国政府教育行政职能主要包括规范制定职能、规范裁决职能与规范执行职能三个方面,呈现出多层次、多中心、网络化、整体性、元治理五个方面特征。当前中国正处于向教育治理现代化转型阶段,积极推进中国共产党领导下以多层级治理模式为主导的多种治理模式并存的教育治理体系的建构,既有利于发挥教育行政组织的垂直职能,也有利于发挥其横向的网络化职能,进而有利于促进中国高质量教育体系的顺利建成。
Abstract:
The modernization reform of national governance has put forward new requirements and challenges to the construction of government functions. The study selected two provinces in China as cases,and utilized the qualitative data analysis software NVivo12Plus to systematically investigate and analyze the allocation and characteristics of China’s government educational administrative functions from the perspective of multiple governance. The research found that the educational administrative functions of the Chinese government mainly include the function of formulating norms, the function of adjudicating norms, and the function of implementing norms; and its functional configuration exhibits five characteristics: multi-level,polycentric, networked, holistic, and meta-governance. At present, China is in the process of transformation to the modernization of education governance. By actively promoting the construction of an education governance system featuring the coexistence of multiple governance models led by the multi-level governance model under the leadership of the Communist Party of China, we can not only give full play to the vertical functions of educational administrative organizations, but also give full play to their horizontal networked functions, and thus facilitate the smooth establishment of China’s high-quality education system.
