摘要:
本研究从拔尖创新人才选育相关的国际模型入手,通过回顾和总结拔尖创新人才领域内国际主流的学派和学者的观点和理论,对拔尖创新人才选育的基本问题进行厘析。在此基础上,结合中国具体教育国情,提出构建拔尖创新人才选拔—培养—评价的中国路径。我国拔尖创新人才在选拔上应构建早期鉴别和持续鉴别相结合的鉴别体系,开发拔尖创新人才甄别筛查工具组,探索先培养、后选拔模式,从群体筛查向个体选拔过渡;在培养上建立横向协同的拔尖创新人才培养模式,纵向贯通的拔尖创新人才培养体系,发挥新型举国体制优势,探索数智赋能拔尖创新人才培养路径,以及激发拔尖创新人才的内生动力,关注积极的学习过程;在评价上建立拔尖创新人才教育的系统、科学评价体系,建立以诊断和发展为取向的多元评价,并加强对拔尖创新人才项目和机构的评价。
Abstract:
This paper examines international models for selecting and cultivating top innovative talent,reviews the viewpoints and theories of leading international schools of thought and scholars in this ?eld, and analyzes fundamental issues related to the selection, cultivation, and evaluation of innovative talent. On this basis, the study aims to develop a new approach tailored to China’s specific educational context, providing theoretical insights into the selection, cultivation, and evaluation of top-notch innovative talent. In terms of selection, China should establish an identification system integrating early and continuous identification,develop a toolkit for screening top-notch innovative talent, explore a cultivation-?rst, then selection model and transition from group-based screening to individual selection. In terms of cultivation, efforts should be made to establish a horizontally collaborative cultivation model and a vertically articulated cultivation system for top-notch innovative talents, to give play to the advantages of the new nationwide system, to explore paths for digital-intelligence empowered cultivation, to stimulate their endogenous motivation, and to focus on positive learning processes. In terms of evaluation, a systematic, scienti?c evaluation system for top-notch innovative talent education should be established, a diversified evaluation framework oriented toward diagnosis and development should be adopted, and the evaluation of top-notch innovative talent programs and institutions should be strengthened.
