摘要:
当前,我国已进入从“建设高等教育强国”向“建成高等教育强国”系统性跃升的关键阶段。“双一流”建设也在实现价值跃迁:从支撑高等教育“从大到强”,转向引领其“从强到强大”;从“扶优扶强”的重点突破,迈向“提质扩容”的整体提升与系统重构。在“以质图强、以量促优”理念指引下,需着眼于五个方面的突破:从局部建设转向体系建设、从借鉴国外模式转向构建中国特色标准体系、从单一教育范畴转向教育科技人才一体发展、从国家单一主导资源配置转向治理体系现代化、从经验推演转向数智赋能。以此推进我国高等教育实现从“跟跑”到“并跑”的跨越,为强国建设与民族复兴注入新动能。
Abstract:
Currently, China has entered a crucial stage of a systematic leap from “building a strong country in higher education” to “completing the establishment of a great power in higher education”. The “Double First-Class” initiative has also undergone a value transformation: from underpinning higher education’s transition“from large to strong” to steering its advancement “from strong to stronger”, and from the focused breakthrough of “supporting the excellent and the strong” to the holistic improvement and systemic restructuring featured by“enhancing quality and expanding capacity”. Guided by the principle of “building strength through quality and promoting excellence through scale”, breakthroughs are required in the following ?ve dimensions: shifting from partial construction to system construction, from drawing on foreign models to building a standard system with Chinese characteristics, from a focus on education alone to the integrated development of education, science and technology, and talent, from state-dominated resource allocation to the modernization of the governance system, and from experience-based inference to digital empowerment. These efforts will propel China’s higher education to leap from “catching up” to “running abreast”, and inject new impetus into the construction of a strong country and the rejuvenation of the Chinese nation.
