摘要:
统筹推进教育科技人才一体发展,对促进和实现高等教育公平提出了新的要求。高等教育是教育科技人才一体发展的集中交汇点,须超越传统公平范式,构建服务国家战略与惠及全体人民的新公平体系。通过国际比较发现,尽管各国的高等教育发展模式各异,但均致力于将服务国家战略与保障公益属性相结合。基于此,构建“公益性-战略性”的新公平分析框架,指引高等教育公平体系重构。高等教育公平不同于基础教育,须要树立从“扶弱扶困”转向“扶需扶优”为主,注重对个体差异化赋能,在发展中促进实质公平的新公平观;确立基础学科建设的优先保障地位,确立战略急需紧缺学科与人才培养的定向支撑导向,强化高校作为国家基础设施的普惠属性;在服务国家发展全局中重塑高等教育公益性,将高等教育有序分类纳入基本公共服务体系,以体制机制一体改革开辟高等教育公平发展新境界。
Abstract:
The integrated advancement of education, science, technology, and talent development presents new demands for promoting and achieving equity in higher education. As the focal point where these three dimensions converge, higher education must transcend traditional equity paradigms to establish a new equity system that serves national strategies while benefiting all citizens. International comparisons reveal that, despite varying higher education models, all nations strive to align national strategic objectives with safeguarding public welfare. Based on this insight, this study proposes a new “public welfare-strategic” equity analysis framework to guide the reconstruction of the higher education equity system. Unlike basic education, higher education equity requires shifting from a focus on “supporting the disadvantaged” to one centered on “supporting needs and excellence,” emphasizing differentiated empowerment for individuals and promoting substantive equity through development. To achieve this goal, higher education should prioritize foundational disciplines, establish targeted support for strategically critical disciplines and talent cultivation, and reinforce universities’ role as national infrastructure with universal accessibility. It should also redefine higher education’s public service mission within the broader national development framework by systematically integrating it into basic public service systems. Through comprehensive institutional and systemic reforms, we will pioneer new frontiers in equitable higher education development.
