摘要:
地缘政治格局变化虽然给我国高等教育国际化带来了现实阻碍,但客观上却也撼动了“中心-边缘”与“新自由主义”相互嵌套所维系的单极、固化的全球知识权力格局。为维持或提高在全球高等教育权力格局中的位置,各国积极调整不同空间尺度(全球、区域、国家、地方)上的国际化方略,重新划定人才流动、科研合作、跨境办学等的空间边界。21世纪以来在新的地缘政治背景下,我国在高等教育国际化过程中不断调整空间建构策略:从世纪之交至2015年深度嵌入“中心-边缘”全球知识权力格局,2016年到2019年“全球参与”和“区域共生”同步发展,2020年至今建设全球“共生型”权力结构。在此过程中,“竞争”与“共生”两种空间观交织,物质空间、想象空间、实践空间互相塑造,我国高等教育国际化的空间尺度不断拓展,逐步突破了既有的“中心-边缘”权力格局。但要在全球范围内引领构建一个平等互惠、共生共荣的高等教育知识权力新图景,仍需建立一套更加稳定、可持续的高等教育国际化战略发展话语体系,充分发挥高校、学者、学生的能动性,构建更具包容性的国际化数字空间。
Abstract:
Changes in the geopolitical landscape have presented practical obstacles to the internationalization of China’s higher education, while simultaneously challenging the unipolar, rigid global knowledge-power structure sustained by the interplay of the “center-periphery” model and neo-liberalism. To maintain or improve their positions within this global higher education power hierarchy, nations are actively adjusting their internationalization strategies across different spatial scales (global, regional, national, and local) and redefining the spatial boundaries of activities such as talent mobility, research collaboration, and cross border education. Since the beginning of the 21st century, against the backdrop of new geopolitical realities, China has continuously adapted its spatial construction strategies in higher education internationalization. The continuous expansion of the spatial scales of internationalization has enabled China to gradually break through the existing “center-periphery” power structure. However, to lead the construction of a new, equal, mutually beneficial, symbiotic, and co-prosperous knowledge-power blueprint for global higher education, it remains necessary to establish a more stable and sustainable discursive system for the strategic development of internationalization, leverage the agency of universities, scholars, and students, and build a more inclusive digital space for internationalization.
