摘要:

大学治理是国家治理能力与治理体系现代化的重要体现,但在实践中仍面临部门各自为政、多头管理、相互推诿等问题。研究基于对32所高校192位治理人员的访谈文本分析,总结大学组织协同在行政管理、绩效考核、权责利益配置、数字技术应用的现实境遇。基于此,研究进一步反思协同治理理论在我国大学治理应用中的社会情境与组织特性差异,创建了大学协同治理“K-TEAM”模型,提出我国大学协同治理路径,为深入理解大学协同治理运行和优化组织协同提供了理论依据与实践参考。

Abstract:

University governance is an important manifestation of the state’s governance capacity and the modernization of its governance system. In practice, however, it continues to face challenges such as departmental silos, multi-headed management, and mutual shirking of responsibilities. Based on an analysis of interview texts from 192 governance personnel across 32 universities, this study summarizes the realities of organizational collaboration in administrative management, performance evaluation, allocation of powers, responsibilities and interests, and application of digital technologies. Building on these findings, the study further reflects on the differences in social context and organizational characteristics in the application of collaborative governance theory in Chinese universities, constructs the “K-TEAM” model of university collaborative governance, and proposes potential pathways to promote collaborative governance in China. The findings provide both theoretical foundations and practical references for a deeper understanding of the operation of university collaborative governance and the optimization of organizational collaboration.
