区域基础教育资源优化配置的效用研究 ——以浦东国家级新区为例-清华大学教育研究

摘要:: 公共服务是区域高质量发展的重要支撑。通过构建区域基础教育公共服务供需匹配度进行分析发现,浦东新区实现了基础教育公共服务供给水平及效率的提升,初步建成了同人口变化相协调的基础教育公共服务供给机制。在此基础上,浦东新区基础教育公共服务以劳动者素质能力培养为中介,促进劳动资料技术含量提升,实现产业转型升级,基础教育公共服务体系建设满足了区域高质量发展要求。但对标社会主义现代化建设引领区定位、长三角一体化发展龙头作用,浦东新区基础教育公共服务仍存在优质教育资源供给紧缺等问题。建议进一步完善基于人口发展趋势的教育资源动态调整机制,推动基础教育公共服务高标准高质量供给,助力教育科技人才一体化发展,夯实国家级新区引领发展的基础性和战略性支撑。

Abstract:: Public services provide important support for regional high-quality development. By constructing and analyzing the supply-demand matching degree of regional public services in basic education, this study found that Pudong New Area has improved the level and efficiency of basic education public service, and has initially built a mechanism which is aligned with demographic changes. On this basis, the basic education public service of Pudong New Area has met the requirements of regional high-quality development by improving the quality and capabilities of workers, increasing the technological content of labor materials, and realizing the upgrading and transformation of industries. However, when benchmarked against its positioning as a pioneer area for socialist modernization and its leading role in the integrated development of the Yangtze River Delta, Pudong New Area’s basic education public services still face challenges： a shortage of high-quality education resources and insufficient initiative in education integration. It is recommended to further improve dynamic adjustment mechanism of education resources based on the demographic changes, promote the supply of basic education public services with high standard and quality, facilitate the integrated development of education, science and technology, and human resources, so as to build a solid foundation and strategic support for the development led by national new areas.
