文章从政策力度、政策目标和政策措施三个维度对2006-2020年全国各省市科研评价政策进行量化研究;以我国31个省份2006-2020年的面板数据为支撑构建高校科研生态系统评价指标体系,并通过熵值法测度高校科研生态系统整体水平及其各结构要素得分;其后,运用双向固定效应模型检验了科研评价政策对高校科研生态系统的影响。研究结果表明:科研评价政策效力存在着区域差异。进一步分析,科研评价政策的实施能够有效促进高校科研生态系统发展,但这种促进作用是不平衡不充分的,存在结构化差异和区域化差异。第一,科研评价政策对高校科研“软环境”有显著的正向促进作用,且这一结论具有稳健性;但科研评价政策对高校科研绩效没有显著影响。深层次探究发现,科研评价政策力度、政策目标和政策措施对高校科研生态系统及其结构要素的影响与科研评价政策总体效力检验的结论一致。第二,科研评价政策对高校科研生态系统的影响存在区域异质性,其政策效应在东西部地区更显著,在中部和东北地区则不显著。为此,提出要正确发挥科研评价的作用,增强政策的灵活性、针对性和适配性,提高科研评价政策的效能;结合区域异质性特征进行精准化的政策引导和干预,助推高校科研生态系统发展与优化。
Abstract:
The article conducts quantitative research on the science and technology evaluation policy of various provinces and cities in China from 2006 to 2020 from three dimensions: policy strength, policy objectives and policy measures. Based on the panel data of 31 provinces from 2006 to 2020, the evaluation index system of the university scientific research ecosystem was constructed, and the Entropy Method was used to measure the overall level of the university scientific research ecosystem as well as the score of various structural elements. Subsequently, the article used a two-way fixed-effect model to examine the impact of science and technology evaluation policy on the research ecosystem of universities. The result shows that there is regional difference in the effectiveness of science and technology evaluation policies. Further analysis shows that the implementation of science and technology evaluation policies can effectively promote the development of the university scientific research ecosystem, but this promotion role is unbalanced and insufficient, and there are structural differences and regional differences. First, science and technology evaluation policy has a significant positive effect on the scientific research soft environment of universities, and this conclusion is robust. However, the science and technology evaluation policy has no significant impact on the scientific research performance of universities. In-depth exploration shows that the impact of scientific research evaluation policy strength, policy objectives and policy measures on the scientific research ecosystem and its structural elements of universities is consistent with the conclusion of the overall effectiveness test of scientific research evaluation policy. Second, there is regional heterogeneity in the impact of science and technology evaluation policy on the research ecosystem of universities, and its policy effects are more significant in the eastern and western regions, but not in the central and northeastern regions. To this end, it is proposed to correctly play the role of scientific and technological evaluation, enhance the flexibility, pertinence and adaptability of policies, and improve the effectiveness of scientific and technological evaluation policy. Moreover, it is necessary to carry out precise policy guidance and intervention based on the characteristics of regional heterogeneity to promote the development and optimization of the scientific research ecosystem of universities.
