摘要:: 职务科技成果单列管理、技术转移人才评价和职称评定、横向科研项目结余经费出资科技成果转化三项改革,已在多地、多校推进,可以应用于多种科技成果转化方式,而并非只适用于作价投资方式。深化和扩散高校科技成果转化三项改革,应客观看待以作价投资方式转化科技成果,作价投资不等于教师自办企业,衍生公司也不同于传统校办企业,了解国外高校衍生公司的情况,防范作价投资转化科技成果的风险,把更多高校科技成果转化为实实在在的生产力。

Abstract:: The three reforms for the transformation of scientific and technological achievements (STAs) in universities—separate management of job-related STAs, evaluation and professional title assessment for technology transfer talents, and investment of residual funds from horizontal scientific research projects in STAs’ transformation—have been advanced in multiple regions and universities. These reforms are applicable to various STAs’ transformation methods,rather than being limited only to valuation-based investment. To deepen and promote the three reforms for STAs’ transformation in universities, it is necessary to view the transformation of STAs through valuation-based investment objectively:valuation-based investment is not equivalent to teachers establishing their own enterprises, and spin-off companies are also different from traditional university-run enterprises. It is also essential to understand the status of spin-off companies in foreign universities,guard against risks in the transformation of STAs through valuation-based investment, and convert more university STAs into tangible productive forces.
