构建高校科技成果转移转化新体系,提升高校服务创新驱动发展的效果,是进一步深化体制机制改革,推进教育强国建设的重要内容。高校科技成果转移转化效果与成果属性、转化机制具有密切联系。如何界定计划与市场在高校科技成果转化过程中的作用,既是一个理论难题,也是一个实践难题。通过对121所“双一流”建设高校的360个科技成果转化成功案例的内容分析,基于构建的成果属性与转化机制匹配四象限模型,本研究分析了高校科技成果属性与其转化机制之间的匹配模式。成果属性不同,计划机制与市场机制在其转化过程中发挥作用的方式各异。如商业性成果以市场机制为主,公共属性成果转化则多采用计划机制,市场机制驱动的公共推广一般会由龙头企业牵引推动,计划驱动的商业性成果转化往往以校地合作的产业化为主。本研究揭示的高校科技成果转化模式,对高校根据其科技成果属性的差异,采取恰当的转化方式,提升转化效果,具有一定的参考价值。
Abstract:
Building a new system for the transformation of scientific and technological achievements can enhance the effectiveness of universities in serving innovation-driven development. This is an important aspect of deepening institutional reform and building China into a leading country in education. The effectiveness of such transformation is closely related to both the attributes of the achievements and the transformation mechanisms. However, defining the roles of planning and market mechanisms in this process is a theoretical and practical challenge. This paper first analyzes 360 successful cases of scientific and technological achievement transformation from 121 Double First-class universities and constructs a four-quadrant model based on the achievement attributes and transformation mechanisms. Then, this study analyzes the matching pattern between the attributes of university scientific and technological achievements and their transformation mechanisms. We observe that with different achievement attributes, planning mechanisms and market mechanisms play different roles in their transformation process. That is, (1) commercial achievements are dominated by market mechanisms; (2) public-interest achievements are mostly transformed through planning mechanisms; (3) market-driven public transformations are generally led by key enterprises; and (4) planning-driven commercial transformations are typically realized through university-local government industrial collaboration. The transformation models identified in this study offer a useful reference for universities to adopt suitable transformation approaches based on the attributes of their achievements and to improve transformation outcomes.
