摘要:
作为一种曾在历史上发挥重要作用的科研组织机制,有着复杂内部构成和权责角色结构的有组织科研虽不新鲜,但却体现出一种与自由探索式科研不同的知识生产方式和生产关系,一种不仅高于单体且高于单体和单体简单叠加的、能驾驭复杂科研事务的组织性、统合性能力。当前在中国科技自立自强的战略需求背景下,有组织科研突出表现为一种能集中力量办大事的科研组织力量,具体针对的是科研力量分散难题,直接指向的是科技攻关这种复杂、整体、动态事务的驾驭和完成。就其本质而言,有组织科研则是科研组织者基于体系化的思维,将体系内的要素按照其内在的逻辑关系进行整体布局和优化组合以使之体系化的组织过程,也是将其所及范围内那些离散的要素“粘合”起来以发挥其高效协同、补位合作、集成提升的系统建立过程。面对科技攻关乃至重大科技攻关任务挑战,大学在有组织科研的力量建构中需结合不同的时空环境使用或配合使用响应机制、聚合机制和延展机制,以形成高效率高质量高水平推进国家科技自立自强的强大合力。
Abstract:
As a scientific research organization mechanism that has played a significant role in history, organized scientific research, with its complex internal composition and power-responsibility role structure, is not novel. However, it represents a knowledge production mode and production relationship distinct from free-exploration-based scientific research, as well as an organizational and integrative ability that surpasses that of individual entities and their simple aggregation, enabling it to manage complex scientific research affairs. In order to meet China’s strategic requirement for self-reliance and self-strengthening in science and technology, organized scientific research is prominently manifested as a scientific research organization capable of pooling resources to handle major tasks. It specifically addresses the issue of the dispersion of scientific research forces and directly aims at the management and accomplishment of complex, holistic, and dynamic affairs such as scientific and technological breakthroughs. In essence, organized scientific research is an organizational process in which scientific research organizers, based on systematic thinking, arrange and optimize the elements within the system according to their inherent logical relationships to make the system systematic. It is also a process of “bonding” the discrete elements within its scope to give full play to their efficient coordination, complementary cooperation, and integrated improvement, that is, a process of system establishment. Facing the challenges of preeminent scientific and technological breakthroughs, universities need to utilize or coordinate the use of response mechanisms, aggregation mechanisms, and extension mechanisms in constructing the force of organized scientific research, taking into account different time-space environments. This is to form a powerful joint force to promote the country’s self-reliance and self-strength in science and technology with high efficiency and quality at a high level.
