摘要:: 公共利益与商业利益双重价值导向下高校科研行为决策的冲突与平衡是知识经济时代高校需要长期且持续应对的重要议题。研究关注公共利益与商业利益导向下高校科研行为的决策逻辑、前因动机与现实挑战。研究发现,公共利益导向下高校遵循公开科研成果、快速分享成果和科学价值至上的决策逻辑,商业利益导向下高校则采取优先专利确权、科研成果保密和实用主义至上的决策逻辑,两种决策逻辑的内生与外源前因动机有着显著差别,出现主责冲突、激励困境与政策两难等现实挑战,提出营造潜心深耕科研环境、完善精准专业管理制度、构筑联动协同政策体系的治理变革建议。

Abstract:: In the knowledge economy era, universities are grappling with conflict and equilibrium in research decision-making shaped by the dual value orientation of public and commercial interests. This study delves into the decision-making logic, underlying motivations, and contemporary challenges of university research activities guided by public and commercial imperatives. Findings suggest that universities adhere to a logic of openness, rapid sharing, and scientific supremacy under public interest while prioritizing patent rights, secrecy, and pragmatism under commercial interest. Distinct intrinsic and extrinsic motivations characterize the two decision-making logics, giving rise to challenges such as role conflicts, incentive paradoxes, and policy conundrums. The study proposes governance reforms, including fostering a nurturing research environment, refining precise management systems, and establishing a coordinated policy framework.
