摘要:
家庭教育、学校教育和社会教育共同作为未成年人教育的现实面向,在推动教育公平的进程中发挥着关键作用。教育公平是社会公平的重要组成部分,而家庭教育作为推进教育公平的有机构成,亦在缩小代际差异的决策中扮演了重要角色。家庭教育可及性与有效性的提高会面对家庭教育落地实施中的诸多障碍,呈现指导性特征的实定规范无法有效解决家庭教育落实中的具体问题。针对家庭教育有效性落实中所面临的现实障碍,可从推进地方实定规范对家庭教育有效性保障衔接、发展非营利性家庭教育服务机构以缩减支出差异、为困境未成年人与留守未成年人享有家庭教育权利提供制度保障等途径予以解决,以此提高家庭教育的可及性与有效性,进而通过家庭教育的有效落实推动教育公平。
Abstract:
Family education, school education and social education together play a key role in the process of promoting educational equity for minors. Educational equity is an important part of social equity, and family education, as an integral part of promoting educational equity, also plays an important role in the decision to reduce intergenerational differences. The realization of family education accessibility and effectiveness is confronted with many obstacles in implementing family education on the ground, and the actual regulations with guiding characteristics cannot effectively solve the specific problems in implementing family education. In order to address the practical obstacles to implementing family education, we need to promote the convergence of local regulations to guarantee the effectiveness of family education, develop non-profit family education service institutions to reduce the difference in expenditure, and provide institutional guarantees to protect the right of troubled and left-behind minors to enjoy family education, so as to enhance the accessibility and effectiveness of family education and further promote educational equity through the effective implementation of family education.
