有“思想实验室”之美誉的联合国教科文组织向来以积极探索和引领人类教育前瞻性发展为己任,自20世纪70年代以来,陆续推出《学会生存——教育世界的今天和明天》《教育——财富蕴藏其中》《反思教育:向“全球共同利益”的理念转变?》《共同重新构想我们的未来:一种新的教育社会契约》等具有时代性和思想性的报告,先后提出“学习型社会”“终身教育”“终身学习”以及“人文主义教育观”“新人文主义教育观”等重要教育理念,在不同时代引领全球教育发展。研读和分析这些具有里程碑意义的教育报告,可以洞见蕴含其中的“人文主义”教育价值追求:从最初关注人的生存跨越到人类生态整体利益的人文主义情怀;从提倡“学会生存”深入到“学会重新融入世界”的终身学习理念;从注重挖掘教育潜能升华到“新的教育社会契约”的终身教育期许。在全面推进建设中国特色社会主义现代化强国新时代,深入学习和领会联合国教科文组织的教育理念,突破传统教育思想观念,促进教育概念体系内涵升级,立足终身教育新理念,推动教育政策法规改革创新,发挥技术变革潜能,全面推动教育数字化转型,对于我国教育改革与发展将具有积极的推动作用。

UNESCO, often praised as the “laboratory of ideas,” actively explores and leads the forward-looking development of education. Since the 1970s, it has successively launched reports with epoch-making significance and ideological content, such as “Learning to Be: The World of Education Today and Tomorrow,” “Learning: The Treasure Within,” “Rethinking Education: Towards a Global Common Good?”, and “Reimagining Our Futures Together: A New Social Contract for Education.” It has successively put forward important educational concepts such as “learning society,” “lifelong education,” “lifelong learning,” “humanism education view,” “new humanism education view,” and other important education ideas, leading global education development in different times. Through a historical and comprehensive study and analysis of these landmark education reports, this paper summarizes the changes in UNESCO’s pursuit of “humanistic” educational values: from initially focusing on human survival to the humanistic empathy of the overall interests of human ecology, from advocating “learning to be” to the lifelong learning idea emphasizing on “learning to become with the world”, from focusing on tapping into the potential of education to the lifelong education expectation of “the new social contract for education.” In the new era of comprehensively promoting the construction of a modern socialist country with Chinese characteristics, it will have a positive impact on the reform and development of education in China by deeply studying and understanding UNESCO’s educational ideas, breaking through traditional educational ideas and concepts, upgrading the educational concept system, basing on the new concepts of lifelong education, promoting the reform and innovation of educational policies and regulations, and unleashing the potential of technological change to promote the digital transformation of education comprehensively.
