摘要:

党的二十大报告将教育、科技、人才进行一体化部署，提出深入实施科教兴国战略、强化现代化建设人才支撑，“全面提高人才自主培养质量，着力造就拔尖创新人才，聚天下英才而用之”，这对拔尖创新人才的选拔培养提出了新的时代要求。改革开放以来，我国教育领域进行了多样化的拔尖创新人才选拔培养的实践和理论探索，形成了以中小学、高校、科研院所等单一主体或者多主体协同的选拔培养模式，取得初步成效。当前我国拔尖创新人才选拔培养依然面临国家层面相关法律政策的缺位、各项政策目标或者政策主体的协同问题、选拔培养机制衔接问题等制约因素，不同程度地影响拔尖创新人才选拔培养的效果。在服务国家重大战略需求、建设高质量教育体系的背景下，统筹不同办学主体、学段、政策目标，促进拔尖创新人才选拔培养的政策协同，提高拔尖创新人才选拔培养的效率成为当务之急。

Abstract:

The report of the 20th National Congress of the Communist Party of China (CPC) made an integrated deployment of education, science and technology, and talents. It proposed to invigorate China through science and education and develop a strong workforce for the modernization drive: “We will continue efforts to cultivate talent for the Party and the country and comprehensively improve our ability to nurture talent at home. All this will see us producing first-class innovators and attracting the brightest minds from all over.” This has put forward requirements for the selection and training of first-class innovators in the new era. Since the reform and opening up, China has carried out diversified practical and theoretical exploration on the selection and training of first-class innovators in the education field, formed a single or multi subject collaborative selection and training mode of primary and secondary schools, universities, research institutes, etc., and reached preliminary achievements. At present, the selection and training of first-class innovators in China is still faced with such constraints as insufficiency of relevant national laws and policies, the coordination of various policy, and the articulation of selection and cultivation, which affect the effect of selection and cultivation of first-class innovators to varying degrees. In the context of serving the major strategic needs of the country and building a high-quality education system, it is urgent to coordinate different educational institution, learning stages and policy objectives, promote policy coordination in the selection and training of first-class innovators, and improve the efficiency of the selection and training of first-class innovators.
