西部地区职业教育以扶贫志业窥见“共富”愿景;以公共属性维护“共享”秩序;以布局统筹赋能城乡“共建”,构成了协同实现农村共同富裕的理论框架。为测算西部地区职业教育与农村共同富裕的耦合协同度,本研究利用2015-2020年我国西部12省(市、自治区)面板数据,运用熵权法、耦合协同模型等数理统计方法,分析西部地区职业教育与农村共同富裕耦合协同发展水平的时序演化趋势和空间分布特征。研究发现:耦合协同度在时序上逐渐由低向高层次耦合协同过渡,并在空间分布上具有明显的省际差异和区域性特征。为增强西部地区职业教育与农村共同富裕的协同实效,各级各类职业教育办学主体要主动适应,培养新型职业农民,以优质人力供给赋能西部乡村人才振兴;嵌入农业科技价值链,以农业科技服务赋能西部乡村产业振兴;布设乡村文化宣讲据点,以乡村文化传承、创新赋能乡村文化振兴。
Abstract:
Vocational education in the western region sees the vision of “co-prosperity” with the goal of poverty alleviation; maintains the “shared” order with public attributes; and empowers urban and rural “co-construction” with overall planning, which constitutes a theoretical framework for the coordinated realization of common prosperity in rural areas. In order to measure the degree of coupling and synergy between vocational education and common prosperity in western rural areas, this study uses the panel data of 12 provinces (cities and autonomous regions) in western China from 2015 to 2020 and the methods of entropy weight, coupling coordination model and other mathematical, statistical methods to analyze the time-series evolution trend and spatial distribution characteristics of the level of coupled and coordinated development of education and rural common prosperity in western China. It found that the degree of coupling and synergy has gradually transitioned from low to high in the past years, and there were noticeable inter-provincial differences and regional characteristics in spatial distribution. In order to enhance the synergistic effect of vocational education in the western region and the common prosperity of the rural areas, the main bodies of vocational education at all levels should actively adapt, cultivate new professional farmers, and empower the revitalization of rural talents in the western regions with high-quality manpower supply. Scientific and technological services empower the revitalization of rural industries in the west, set up rural cultural propaganda bases, and empower rural cultural revitalization with rural cultural inheritance and innovation.
