学术评审伦理指的是,评委在评审工作中处理各种相关关系时所遵循的基本价值理念和行为准则。当前,高校学术评委面临的伦理困境主要有:公德与私德的冲突,不同学术伦理立场的纠结,学术评审权力与责任关系失衡引发的焦虑。破解对策是:坚持把伦理素养和学术素养作为选拔评委不可或缺的两个基本标准;抓好评委和领导干部两个关键少数的培训工作,以此引领风清气正的评审风气;协同运用技术、制度和道德三种约束、引领力量;以责任为逻辑起点,统筹平衡好评审权力和责任的关系,强化对评审失范行为的惩处力度。

Academic review ethics refers to the basic moral concepts and code of conduct followed by reviewers when dealing with various related relationships in the review work. At present, the ethical dilemmas faced by academic reviewers in colleges and universities mainly include: the conflict between public morality and private morality, the entanglement of different academic ethical positions, and the anxiety caused by the imbalance between the power and responsibility of academic reviewers. Countermeasures to solve the problems include: adhere to ethical literacy and academic literacy as the two indispensable basic criteria for selecting reviewers; enhance the training of the critical groups of reviewers and leading cadres to lead a clean and upright review atmosphere; coordinate the use of technological , systematic and moral constraints and leading forces; and take responsibility as the logical starting point to coordinate and balance the relationship between reviewer’s power and responsibility, and strengthen the punishment of review anomalies.
