我国推行的高中阶段“职普比例大体相当”政策对于中等职业教育在培养经济社会发展需要的技术技能人才方面发挥了不可替代的作用。“职普比例大体相当”政策在新的历史时期面临诸多争议。研究认为职普比例大体相当应是长期的政策追求,职普比争议需要立足多个视角加以分析和引导。在多重视角分析的基础上,研究认为现阶段我国应维持从刚性到灵活的“职普比例大体相当”政策,实现职业教育与普通教育同步均衡协调发展;构建完善职业教育体系,优化中等职业教育的职业性升学和就业双功能,增强其社会吸引力;继续增加对中职投入力度,推动职业教育高质量发展;借鉴国际经验,发展多样化中等职业教育;实施职业教育与普通教育相互融通的多次分流;坚持职普比底线;加大对职业教育改革发展的宣传,改善社会舆论环境。

The policy of “roughly equal proportion of vocational education to general education” in the high school stage in China has played an irreplaceable role in promoting secondary vocational education and cultivating technical talents for economic and social development.This policy faces many controversies in the new historical period.This study shows that the equivalence between vocational education and general education should be a long-term policy pursuit, and the dispute of the ratio of vocational education to general education needs to be analyzed and guided from multiple perspectives.Based on the analysis from multiple perspectives, this study proposes that: balance between the rigidity and flexibility of the implementation of the “roughly equivalence between vocational and general education” policy at the current stage to achieve synchronized, balanced and coordinated development between vocational and general education; improve the vocational education system to optimize the dual functions of preparing students for both higher vocational education and employment to enhance the social attractiveness of secondary vocational schools; increase the investment in secondary vocational schools to enhance quality; learn from international experience to develop diversified secondary vocational education; provide the multiple opportunities to transit between vocational and general education, and; enhance the promotion of the reform and development of vocational education to improve the public opinion environment.
