摘要:
来华留学生教育不仅是我国高等教育国际化的重要组成部分,也是建设高等教育强国的必然追求,在服务“一带一路”建设和构建人类命运共同体等国家战略中具有不可替代的重要作用。以质量为核心,兼顾规模、结构、效益的协调发展,是新时代对来华留学生教育向内涵式发展转型提出的要求。本文围绕着这一要求就《来华留学生高等教育质量规范》的研制、解读和实施展开讨论,包括来华留学生教育的内涵式发展转型,来华留学生教育标准定位和研制原则,教育标准研制的核心问题和基本思路,《质量规范》主要内容及其解读和实施路径等,以期为我国各级各类高校准确把握《质量规范》内涵,深入实施《质量规范》提供参考和借鉴。
Abstract:
The education of international students in China is not only an important part of the internationalization of China's higher education, but also an inevitable pursuit of building a powerful country in higher education. It plays an irreplaceable important role in serving national strategies such as the "One Belt And One Road" construction and building a community of shared future for mankind. Taking quality as the core and balancing the coordinated development of scale, structure and efficiency are the requirements for the transformation to connotative development of education for international students put forward by the country and society in the new age. This paper discusses the development, interpretation and implementation of the Higher Education Quality Standards for International Students in China. Specifically, it discusses the transformation to connotative development for the education of international students, positioning and principles of the quality standards, the core issues and basic logic of the development of the standards, and the interpretation and implementation of the main contents. The paper provides reference for colleges and universities at all levels to accurately grasp the connotation of the quality standard and deeply implement the quality standard.
