摘要:
教育公平是社会公平的重要体现。研究和制定科学的教育公平政策对于保障人民教育机会公平、提升教育质量和推动社会进步具有重要意义。本文以1978年改革开放以来的国家教育公平政策为研究对象,梳理教育公平政策的研究进展和变迁轨迹,提炼教育公平政策关注的重要问题,分析教育公平政策变迁的逻辑、起因与动力。同时,借鉴国外教育公平政策研究经验,指出我国教育公平政策的转型方向:教育公平建设进入变革时期,即追求公平而有质量的教育。为全面完成十九大所提出的教育公平建设目标,制定和执行科学的教育公平政策提供有力支撑。
Abstract:
Educational equity is an important embodiment of social equity. Therefore, studying and formulating a scientific educational equity policy is of great significance to guarantee the equity in education opportunities, improve the quality of education and promote social development. With the national educational equity policies since the 1978’s Reform and Opening Up as the research object, this paper combs the development of research in educational equity and the evolution path of China's educational equity policies, refines the important issues in educational equity policies, and analyzes the logic, causes and forces of the changes in the policies of educational equity. At the same time, drawing on the research of foreign educational equity policies, the paper points out the transformation directions of educational equity policies in China: the pursuit of equity in high quality education has become the core of educational equity in the new reform period. This provides a strong support for the formulation and implementation of a scientific educational equity policy in order to fully accomplish the goals of educational equity put forward by the 19th National Congress of CPC.Educational equity is an important embodiment of social equity.
