摘要:
学术委员会章程建设是现代大学制度建设的重要内容,章程文本是有价值的考察材料。通过对清华、北大案例的考察,不仅发现两校的不同学术文化品格和追求,而且发现政府规制与大学自主之间存在张力,制度建设的内生性要素在减少,各主体对高校学术委员会的权能认识各异。制度建构的过程是学习的过程,也是政治的过程,最好的推进治理策略是尊重大学自主的创造。
Abstract:
Developing the charter of academic committee is an important component for constructing the system of modern university. The content of existing charters is a valuable resource for higher education research. Through the analysis of Tsinghua and Peking University’s academic committee charters, this study reveals the differences in characteristics and pursuits in academia and university culture between two universities. Moreover, it discovers the tension between government regulations and university autonomy. The number of endogenous factors of institution construction is decreasing, while different stakeholders in the field of higher education hold various opinions on the authorities of academic committee. The process of constructing institution is a process of learning as well as of governance. The best way to promote governance is to value the creation of autonomy of universities themselves.
