摘要:

高等教育国际输出是“一带一路”战略赋予我国高等教育的重要使命。本文从来华留学生教育和跨境办学两个角度分析了“一带一路”战略下我国高等教育国际输出面临的机遇和挑战。“一带一路”沿线国家的教育需求已经成为发展来华留学生教育的主要推动力，为我国扩大来华留学生规模、优化来华留学生结构提供了基础。“一带一路”战略下企业“走出去”亟需一批本土化的高素质创新型人才，这为我国与沿线国家开展大范围、高水平、多层次的跨境办学提供了契机。同时，“一带一路”战略下我国高等教育国际输出也面临新的挑战，包括沿线国家语言和文化差异较大，来华留学生质量和层次有待提高，跨境教育质量保障体系还需健全等。针对这些机遇和挑战，本文进一步讨论了“一带一路”战略下推动我国高等教育国际输出的对策与建议。

Abstract:

The international export of higher education is the important mission of higher education given by the Belt and Road Initiative. This paper analyzes the opportunities and challenges of international export of higher education under the strategy of “the Belt and Road Initiatives” from the perspective of the international students education in China and cross-border education. The paper demonstrates the importance of countries along “the Belt and Road” that students from these countries have become the main driving force for international students coming to China. The implementation of the Belt and Road Initiative also help to expend the scale and to improve the quality of international students education in China. The development of the international students in China and the establishment of cross-border education quality assurance system also face enormous challenge. Future studies are suggested to explore situations and models of the international export of higher education under the strategy of “the Belt and Road”.
